Switching Past Nation

I am currently a member of Bastok [S] and wnt to switch to Sandy.. but for some reason I cant figure out what to do. I have completed that last mission I was on in terms of the WotG..I do not believe I have any missions open in Bastok atm. Everything I have read said talk to Mainchelite in Sandy.. when I talk to him..he says I have to sever my ties with my old nation.. but when I look that up..they say in order to do that.. speak to Mainchelite to get and complete the quest "Steam Rams"..

Not sure what Im doing wrong..or what Im not doing.. Please help me out.

I'm not quite sure what your problem is here? Speaking to Mainchelite again after he's warned you about severing ties with your nation should put you on the right quest (the one where you need to collect airship trash). Are you trying to say that Mainchelite doesn't offer you the quest Steamed Rams despite talking to him repeatedly? If that's the case then I don't know what to suggest apart that if all else fails go get a Red Invitation letter and try again? You shouldn't need the invitation though, I sure as hell didn't have one.
