    Cerb Leather - level cap?

    So, I'm currently at 96+1 and I've HQd my last 2 Cerb Leather synths. 1 before going on a Dusk Glove run and the other before making a Kyudogi. Is this synth tier 1 at my level? I remember way back someone saying the cap was something low like 80-85... can anyone confirm? Would seem to follow the pattern of leather > mantle. I just hope I don't have to /facepalm for wasting 2 tier 0 HQ's.
