Thoughts can be smart and thoughts can be stupid. The problem here is clearly one of guidance. The girl didn't receive adequate protection from getting pregnant, wasn't guided on the proper course of action once the pregnancy was obvious and apparently never learned to go to the hospital, maybe, when you feel like you're about to give birth.

This is the same as blaming the individual for a suicide, ya its technically their fault (obviously), but so many things had to go wrong for them to get to that point.

Is it really ever okay for 13 year old to be having casual sex? Even with all of these "options", I can see that only being a bad thing.

Honestly I don't see how one can be absolutist about this. Sex is a natural activity, and young adults will naturally want to explore it on their own terms and on their own time lines.
Give them education so that they have the knowledge and tools to do so in a safe manner if and when they so choose. That doesn't mean encourage them to have sex, but rather come to accept inevitable reality.
I remember my sex education classes. They were all the same every teacher and even the professional they hired one year told everyone to wait till they got married and all that bullshit. If I remember correctly we had like seven girls in my 8th grade year pregnant.
They even tried to scare us with pictures of crabs and saying shit like that will happen too us if we don't wait.
On topic. A small chance it could be someone else and not a kid who goes there. They probably thought if they dump it at a school they will look at the kids and not lead it back to them.
