Below cap breaks.

I have 96+5 smithing and i'm stuck at 96. Wondering if the break rate when you're actual level is below the cap is greater than if you're at cap or above. Figured since im technically 101 smithing i can do imperial w00tz safely with the normal break rate (which i heard was 5%?) and make phat lewtz in the process of skilling up.

It is my experience that break rates go down once you achieve the level of the item. I did Imp. Wootz like that and for any other crafts I level I have done the same. However, keep in mind that if you're above the level cap you have a chance to HQ (without ring). For things like ingots this can be especially infuriating.
