Calling NPC in capped areas?

I've been trying to solo certain easy little things like Giant scales, fomor codex, and promy maps. However, I can't call my npc in level capped areas. Do you have to call NPC before you enter the capped area to get them in? I'm not sure if this is posted somewhere else or anything, I haven't been able to find the answer anywhere, any advice would be appreciated, THANKS!

You can't use NPCs at all in capped zones, with the exception of Promyvions but ONLY if you have the quest there activated.

You still can't "call" them like normal, you need to talk to a rendesvous point or something to start the quest in Promyvion.
