I'm still not getting what you mean by broken in the sense of game function. Do you mean trying to fit it into some storyline?
Not everything needs a storyline to be implemented. They certainly didn't need one to offer World Transfer. GMs don't really have a presence that meshes with the game's plot, they're just sort of there. Why should this be different?
And no one's asking for this to be easily repeatable. I think the majority would be happy with a one-time offer, with others accepting a hefty fee and limit between changes, like server change.
