They dont seem to have a set criteria of how they picked it. One thing that clearly is influencing it is ppl with big schemes for money/power, particularly evil ones, Hans Gruber, Joker, Durden, Michael Corleone, but its not their only one. The other big aspect of their criteria is the iconic nature of it, hence Boba Fett being in on shit despite having 10 lines, he came off like a fucking badass and people reacted, hence why he got the origin story in the prequels. By that same token I can see Vader/Joker being high up there. I personally could see Durden @ 1, he as a character was awesome. But Bond should be Connery exclusively since he will always be the best remembered as James Bond. Its possible to make a list like this but you need to have a fucking essay for each character explaining why, as well as another essay detailing your criteria and even then people can debate shit lol

Oh and of the Chappelle characters you mentioned, only Clayton Bigsby really deserves a ton of credit. Ashy Larry was ok and Tyrone Biggums was just a really well executed character that fell right within the known crackhead archetype, but he didn't have anything special.
