Friend just got WoTG, says he can't outpost to areas?

Same as topic, friend is in Sandy in the past, says he can tele to some zones but can't to places like Passhow, Grauberg, Gustaberg, etc. Does he have to like explore these zones first or something before he can tele around? I don't recall having this issue when I got WoTG going my time around

Yes, you need to visit the zone once. Entering in the zone is enough.
