Runtime error while trying to instal FFXI

I've been trying to install FFXI on my new laptop and I keep getting this lovely error: "1607 : Unable to Install InstallShield Scripting Runtime".

I've tried every damn Windows Installer solution and nothing seems to work. The disc/installer work fine on all other PCs except this one. Any ideas?

Heres some system specs:
HP Pavilion dv6 Notebook PC
Windows Vista Home Premium with Service Pack 1 (64-bit)
Intel(R) Core(TM)2 Duo Processor T6400 (2.0GHz)
4GB DDR2 System Memory
Intel(R) Graphics Media Accelerator 4500MHD

I already had the Vista POL installed. It's the actual game that refuses to do so.

Well... I managed to install the entire game by doing the following:

Start
Run
%temp%
Enter

Deleting everything in that folder.
Reboot.

Copy FFXI disk contents to a folder on desktop and run it from there.
I had to do the above for every expansion pack... It was such a pain but it got the job done.
