Flower seeds

I had one of my mules in Jeuno getting a choco license, and stopped in at M&P where they had flower seed for sale. Icon looks like those for plantable seeds, but when I tried to plant them, they wouldn't show up as plantable.

Anybody know what these are for?

Im pretty sure those seeds are used in the new synergy recipes and aren't plantable the regular way.
