Because whether he's real or not, that doesn't take away from the fact that that's what they went with. And the only wrench in my "prediction" is the fact that we don't know if there's a second android or that Archer is being replaced as one. Exactly what FHN said, as you pointed out.

Driver looks the same in ep 9, its harder to tell because the windows are more tinted/glare. Also, remember Pam rode in the truck with Luigi, who gave her road head. Pam would recognize Archer past a fake stache I'd presume.
