Dudley is not top tier in 3S. All of the 3S characters are likely to be awesome in SSFIV if they aren't tweaked much though.
3S is just a completely different game, believe it or not.

Dudley was I think high tier in 3S. Boxers rarely go below top 8 in any game, top 6 in a roster of less than 24.

Personally, I like 4 a lot. I first started playing it last year at an arcade when I was in Tokyo and I've been hooked ever since. I tried KoF, SFII, and Blazblue when I was out there but none of the games really grabbed me like 4 did.
However, I've been watching a lot of 3rd strike vids recently and I wouldn't mind learning it. I wish there was a way to play it on 360.
