SE, you never fail to disappoint. Okay, so augments are a minefield.
I notice SE seems to consider hand and feet slots as the "weak" ones. Bodies and head are probably the best ones by far to augment going by their usual attitudes concerning gear slots.
Going by the extremely low sample size we've seen thus far plus the new bonanza thingy I'd say they're static.

I am inclined to agree. At the moment, I feel like the Honor augments could operate in one of the following manners:
A) Static augment and static potency (i.e. You ALWAYS receive Double Attack+1% on Tenryu Tekko+1, and likewise for a different augment on each respective HQ hexed item)
B) Static augment with varying potency (You always receive Double Attack+ on Tenryu Tekko+1, but it can vary between 1-3% for instance)
C) Static augment with varying potency, and a unique augment for an HQ3 (You always receive Double Attack+1-3% on Tenryu Tekko+1 on HQ1/HQ2, but an HQ3 will either give a chance to yield an extra tier of DA+, or could possibly yield something unique--like WSD+3%.)
I feel like option A would almost be too kind. Granted, its a pain to get the honors, but SE has just been way too into spammy/luck based systems lately to make me think you just get your augment in 1 go and can be completely finished with worrying about augments on that item.
Are any of these augments we've seen HQ3 results? Are they HQ at all?

Iirc, it was DA+3%
I thought it was 3% as well tbh, scanned back and checked--apparently it was 1% in SE's update post.

If I had to foster a guess, I would be surprised if SE simply posted an NQ result, as opposed to the "best augment possible" in order to get people overhyped. That in mind, along with knowing that a player has obtained an identical result, I suppose this could be a minor additional bit of support for the idea that there is a static augment, with static potency for every piece of hexed gear--although I would've quite liked the DA on these to go up to 2 or 3 so I could forget about Nomkahpa mitts...
Can you not craft them on test server? Yell at the next person to get one to export to test > craft > reload > repeat a few times.
