Do the haste values for gear haste cap differently with the higher level haste pieces of gear?

EX: I remember Speed belt being known as 6.1% haste, and Black belt being 12.2% haste due to the scaling of attack speed (or something relevant to this).

With many of the heads and legs reaching 6%'s, does it alter the need for the last 1%? My main concern is MNK, where let's say AF3+1 Head + AF3+2 Legs + Black belt and we'll just add in Tiercel just for the sake of 25%. Head and legs would be considered 6.1% making them both 12.2% together, added with black belt is 24.4% haste. Adding tiercel would make this 25.4% (254/1024).

Is this accurate, and would the .2% be worth the additional gain if we were to add 1% haste from let's say the upgrade from AF3+1 head to +2 head?

I'm assuming it would be worth the .2% since I don't recall the game liking to round up at all (to make it [256/1024 {equaling 25%}], but a confirmation would be nice. It's also 4am, but I did not want to lose the train of thought.
