This might be a stupid question, but suppose I accept 4 leves from the guild and don't complete any of them. Leve reset comes around the next day and I complete the 4 leves from the previous day. Can I still accept 8 more leves now, or can I only accept 4?

I'm pretty sure I've done what you said, and started Leves before the reset and then got another 8 afterwards. Ill let you know tomorrow night, 'cause I won't have time to finish my leves today.

Actually I'm pretty sure those 4 leves will count up to the 8 you have available after the next reset, in other words you have to complete them before the reset in order to be able to take 8 new ones. I've tested this accidently by noticing that I have one leve from previous leve cycle undone about like 15mins before the new one, so I rushed to do this (local leve) and finished it about 2mins after the leves had reset, and to my disappointment I could only accept 7 new ones because of that.

I asked in LS and I got both responses also lol. If this is true it kinda sucks because it means you can't just always keep your level list full, and then whenever you get around to finally doing them, you do all the ones in your log, then exchange them for 8 more.
Are you talking about Local or Regional leves?
Regional you are allowed to pick up 8 per reset. This means if you had 8 previously in your log uncompleted you could complete them and exchange them for another 8. Giving you a total of 16 completed this round.
Local leves you cannot cancel or exchange once picked up and if you go over the reset time and haven't cleared it from your log (including complete but not turned in) then it will count towards your current set, there is no carry-over.

Was talking about regional. But here we go with the conflicting stories :) So far it seems like an even 50/50 split with what people are reporting.
Basically, there's two possibilities:
1) You can ACCEPT 8 regional leves per 36-hour window.
2) You can DO 8 regional leves per 36-hour window.
Under the first scenario, I would accept 1 leve after a reset, then wait 36 hours for another reset. Then complete the leve successfully, exchange it, and do a total of 9 leves during a single 36-hour window.
Under the second scenario, I would accept 1 leve after a reset, then wait 36 hours for another reset. Then complete the leve successfully, go to the adventurers guild and only be able to select 7 leves, because the first one cannot be exchanged due to being greyed out. So i'm only able to do a total of 8 leves during this window.

Well, I was talking about local leves personally, which was already confirmed by Sign it seems, haven't tried this with regional leves though, as I always tend to rush them immediately after leve reset, but if it's like Sign said and like bruiser described as the first scenario, that's most certainly a nice thing to know.
I have confirmed what I reported for Regional leves.
R0: starting point. I picked up 8 regional leves. I was unable to complete any due to RL issues.
R1: first reset. I was still unable to complete those original leves and so, didn't pick up any new ones.
R2: second reset. I completed the 8 leves I picked up originally, went back to Adventurers Guild and was able to get a new 8 for this period by exchanging my original 8. Once I was done this new set of 8 I had to wait for another reset. The set of leves during R1 was essentially lost.

I just finished my 8 leves from last reset, and it let me get 8 more from this one. I prolly won't finish them before next, so I'll have plenty to do.
