Well, we assume the DoW weapon skills work and incapacitate in the way we expect.
It seems the Incapacitation you see as a mage WS might be different, but I did not want to jump to that conclusion yet. I meant to ask if you were able to reproduce this result in any of the mobs we've already noted?
Here are the combat log differences. My pug weapon skill and resulting incapacitation is recorded like this:

The lone wolf's head is incapacitated.
Note "incapacitation" is capitalized in your case. Also, the text is slightly different. Now this could very well be the exact same result just implemented inconsistently between DoW and DoM.Your Flashfreeze hits the grass raptor's head for 50 points of damage.
Your Flashfreeze inflicts the grass raptor with the effect of Incapacitation.
It is most likely that melee permanently incapacitate a part, while mages can inflict a status that makes it seem like a part is incapacitated for a period of time.
Not related to incapacitation, but along the lines of what Celeras was saying, but I've noticed the pacification of Fracture that prevents mob tp moves seems to not work. Landed it a few times on wolves and they had the debuff icon, but they still used midnight howl and foul bite. The effect also doesn't have duration for shit. Wtf is with everything wearing off so fast in this game?
Can archer's still target body parts on normal attack? I swore I remember being able to do that against the goobbue in uldah's initial quest.
