winrar and 7zip, I personally use 7zip.
You dont have to pay, it has a pay version just like winrar. And use 7zip.

Why does anybody use anything other than winrar?
I prefer 7zip because I don't like any application which installs 'toolbars' or any other adware. Subscription services are kind of lame too.

I use WinRAR as a backup because sometimes 7zip insists a file can't be decompressed while WinRAR will successfully extract it. 7zip works better most of the time though.
Googling 7zip, it says:
Doesn't this mean it can't create .rar files? Compression seems to be close enough to the same between 7z and rar for me to not care. But compression time on rar seems to be better from the 7 seconds of googling I did, but I guess that could be wrong.Supported formats:
* Packing / unpacking: 7z, ZIP, GZIP, BZIP2 and TAR
* Unpacking only: ARJ, CAB, CHM, CPIO, DEB, DMG, HFS, ISO, LZH, LZMA, MSI, NSIS, RAR, RPM, UDF, WIM, XAR and Z.
7Zip is fine, Winrar also if you didn't pay for it.
