The real question is, given you have a budget of $trillions to spend, what's the best way to enhance security. Well, I can think of a few things, number one on my list would be to not occupy the homeland of the people from whom the terrorists are recruiting.
Ejecting the Taliban, good move.
Setting up new infrastructure for the Afghan people, good move.
Constantly rebuilding it after homegrown terrorists sabotage it? Bad move.
Afghan will never have peace until the people there want peace. Give them the opportunity, but if they fail to grasp it they only have themselves to blame.

The machines push informed terrorists into enhanced pat-downs and help catch uninformed ones. No other previous security measure would make them choose to undergo enhanced pat-downs. Therefore the machines help to make us a little bit safer, even if terrorists never use them.

Uninformed terrorists have been getting caught left and right prior to the existence of backscatter machines. Math metaphors aside, adding a measure to catch everything but the most effective of terrorists does not measurably add to our security while travelling by airplane.
If you send 100 prospective terrorists into an old TSA line (metal detector only) - you don't catch even 1 more than before when their options change to backscatter or metal detector+enhanced patdown?

We are never, ever going to catch the most determined, organized and well-funded of terrorists. ever.
We have a threshold of security that is currently catching all the bumbling ones who at best would depressurize the cabin of an aircraft and force an emergency landing.
Talk of percentages is metaphorical at best and completely fucking stupid at worst. There's no reason to discuss a 1% increase in our ability to catch incompetent terrorists.
Implementing new security measures as a deterrent is great. Implementing a deterrent that results in the recording of naked images of everyone that gets on a plane, and or a mild public sexual assault however, is not great. Would you keep your job if you patted down a suspect in the same manner?
