Guildleve rank availability

It seems like after I do a leve at a high rank, say 20 or 25, then that leve shoots down to rank 1 on the next cycle. Is it possible that they're trying to prevent you from always doing high level leves by making it not actually be random? There's a leve called "I Would Walk 500 Malms", for example. A week or so ago, I did that one on r20 I think. Now, it's been r1 every single time I've checked, for at least 3-4 cycles in a row. Are they trying to secretly tell me "sorry you won't be able to do this leve at r20 again until you complete it at r1"? If so, that's really lame.

Has anyone else had similar observations?

Yes. I've come to the conclusion that regional leves are a complete waste of time, unless they reward guild marks. So now when i say "leve" i usually mean "local leve", lol.

Getting 2400 fishing skill from catching 3 fish on a leve isn't anything to sneeze at.

Yeah, I've begun only doing the two Camp Tranquils and the two Cedarwoods... I'll only do a Rank-10 if it has an equipment reward.
