I have done well over 400 morta, and I have never seen a heavy metal plate drop, I didn't even think it was possible. You lie.

I had not seen one before last night. But I got one from Morta as well. Possible change in patch?

Edit: According to ffxidb it's a 12.6% drop. I've done near 100 and only seen 1. >.>

Usually between 1~3 hours depending on the time of day and whether or not the "regulars" are on (usually people just bored out of their mind, standing around Jeuno waiting for a shout for just about anything).

It's gotten to the point where I'll throw out a shout "Gonna put together a PW at x time" and people will send tells asking for a spot. Last night's only took around 20 minutes to fill from scratch.
