Monk doesn't need any haste cause they swing with both hands, but the Black belt still has it's uses for PDT set. IDK why you dropped it...

I got 2 forgotten touches to drop from 1 mob. Is that rare and is 2nd drop based off of whether or not mob was procced?

For first part) Yes, Its very rare

For Second? I have no clue. I think when fighting mobs in Sandy I saw one drop 2 with no proc... Just quite rare. DC~mobs have much higher drop rate.

I havent seen any mobs in sandy above EP, where are "harder" mobs? Also, what benefits are there to killing harder mobs in any zone?
