Probably because you can craft it into a 7% haste belt, with a T1 chance at 8% if you get a crafter who's struggled through the 100-110 levels.

Old gear is old but i should be able to cap mdt without body when shell is on for the jobs that can wear it anyway. The slow win time was because i was rushing before jpmidnight and went in weakened.

How can you not be joking? Dragoon has 15 more Evasion Skil than Warrior. Are you going to make a fucking evasion set for warrior too?
My WAR has unfloored evasion in Einherjar. At 75-cap, Thief's evasion skill was capped at 276 (and there were traits). At 99 cap, Warrior's evasion skill caps at 373. Against old content, it's probably not as joke-y as it sounds. A 99 WAR very likely has more evasion than a naked 75 THF.
Just because it could plausibly be useful somewhere does not make it a good idea. Look at it from a practical standpoint.
You could get roughly 70 evasion in gear on Drg using SH+1/Ohat/Torero/Boxers/Af1+1 feet and other misc slots. Let's say 50 from AGI and 380 from skill. 500 Evasion.
On Thief with 540~ evasion (TP gear + one eva dagger) I do not cap evasion on DC dynamis mobs without signet bonus (ie. on links).
Anything weaker than that = who gives a shit, it's not worth the time.
As for einherjar and similar events I'm not going to insult your intelligence. I'm sure you don't need to be told why using an evasion set on dragoon in this situation would be silly.
Okay, but you could apply the same logic to a PDT set in those events. In old events, almost any time that you would use a PDT set (50% cap) you should be using an evasion build instead (80% cap).
I generally play evasive jobs or have enough support that I don't care how much damage I'm taking. If I know I'll want to mitigate damage, I do better damage while taking the same/less on Dancer with no evasion/PDT/etc. build than I would on WAR with a PDT/Evasion build and Seigan. This has always been the tradeoff between heavy and light DDs. I have both, so it's a non-issue for me (and I don't care enough about WAR to make one even if I didn't).
Still, an Evasion set might have a place in the inventory of a one-jobber heading to an old content event.
