I usually don't buy games unless it's something I really want to support (Suikoden, Tales of, etc), in the case of VC, I purchased VC1, and purchased the DLC for VC2 (in place of paying for the game, yeah, I'm a poor college student who pirates shit, blow me)

Funny thing is, it probably would've sold a lot better if they released it on the PS3. In my personal experience, not a lot of people have PSPs and if they do, the chances of it being hacked is pretty high. It's their own damn fault as far as the U.S is concerned.
The problem is the PSP is pretty much the most popular system in Japan right now. They made plenty of sales over there but as you said... they know they won't get much from the US so they're not even wasting their time and money localizing it. On the plus side the stories in VC are pretty self contained, I assume if they make a fourth one (and localize it) we won't really be missing much, probably a bonus cameo character or two we don't recognize and that's about it.
The silver lining is that PSP emulation is pretty far along, so it's only a matter of time before playing fan-translated versions of these games is a reality if you can't read/understand moonrunes.
There's already quite a few PSP games with fan translations. Given how ridiculously easy it is to softmod your PSP it's always a simple option for stuff (hell, nowadays you need 0 extra hardware and can do it even on the newest firmware). The problem is finding people willing to actually complete it, there's a bunch of games out there who have people start a translation, do most of the menu and then stop and have no interest in translating the entire game. In instances like this... I need the opposite. The game isn't hard to play at all in moonrunes, but I want to be able to understand the story/dialogue/etc.
Yeah. Emulation isn't really an issue with fan translations. The main issue, I think, is that psp games are a bit more complex.
I mean, most new systems are complex, but the file structure for games is a lot easier to mess around with. How many games bother to take all of your data, compress/encrypt it into some sort of bin file, and leave it like that? On 360/ps3/wii... not very often? They just leave the folder/file structure as is, because there isn't much point to it. (Unless you're Square) On the PSP, a huge majority of games do that.
It's not a HUGE deal, but it's a bit of a challenge having to deal with these files, having to extract, and then put it back together in a way that doesn't break the game.
Actually, I doubt this has that much of an impact on a fan translation, since you're gonna have to hack stuff, this is probably one of the easiest things, lol. I only mentioned it cause it's annoying as fuck when I'm trying to undub games.
But yeah, unless some hackers and some translators show interest in this game and band up together to tackle a project, it's not going to happen.
