I see, thank you for the explanation. I thought it might be related to packages going through Japan and not coming from there, but even so picking Japan seemed somewhat arbitrary. If it's temporary, it probably doesn't matter too much anyway, though I certainly wouldn't be too ecstatic about if it affected me.

this so much but thankfully in this day and age of the internet, weeaboo's aren't applauded or tolerated except on very specific corners of the internet. The world is a better place when people that (wrongfully) believe that japan is superior to any culture are afraid to voice that opinion.
If you just slap some postage on a package and toss it into the mailbox, it will be rejected.
However, you can still go into the post office and mail it through a clerk. Like always, you weigh the package, tell the clerk what you're sending, and fill out a customs form.
Christmas is such a high volume season, so they probably don't want to deal with all the random junk that didn't go through the proper channels (i.e., no customs form).
Businesses can still send packages, and I personally sent out a bunch of CDs recently (about 6 packages worth) to the U.S. and Canada.
