It will and probably already has, just like Fallout 4. Modders are pulling and hiding all of their mods on and from Nexus and refusing to continue modding due to the shitstorm that has been console mods. People stealing things left and right and reuploading them as their own work, accepting donations, etc. on Bethesda.net, people abusing and demanding modders to "bring 2 cuntsol naow" and defending the thieves "because why not take what we aren't being given anyway". Meanwhile these stolen mods have a high chance or breaking saves and crashing games, but it's the original author that gets blamed and not the shitpistol that stole it and uploaded a non-console optimized without permission.
Bethesda has not done this right at all, they've shown little to no respect for their modding community that has brought them where they are today and have offered no support at all aside from telling us to "hire an attorney and file a formal DMCA claim". The vocal console community has managed to go ahead and fill every sterotype that has been levied against them over the years and then some. They're a disgrace and are tearing the over-decade-old mod community apart.
I won't be paying for the next Bethesda game, I know that for sure.
And just wait til Bethesda decides to monetize it.

Valve pulled out of the mod monetization last time, but no one will be able to stop Bethesda from monetizing their own proprietary mod platform. Why wasn't there steam workshop support for fallout 4? I wonder...
They should try to re-release the definitive edition on pc as a separate purchase and just watch the shitstorm.

I played it but didn't get very far and gave up and just never went back to it, so I also welcome this.
Honestly the base gameplay was pretty bad in Skyrim. Most people just didn't notice under everything else the game was offering.
Considering all good mods to improve the gameplay require SKSE, it wouldn't change anything for a console re-release with mod support.
I really hadn't thought about SKSE being largely the only significant way to mod Skyrim. That doesn't bode well for a mods on console version, unless they hard code similar capabilities. Anyone, with appropriate knowledge, care to provide some back end knowledge of how this would work?
It wouldn't. What SKSE (and by extension F4SE) do is beyond what Sony or Microsoft would ever allow on their consoles.
Also, unless Bethesda performed extensive work to improve the rendering engine (lol), the game will probably look like garbage since enb isn't possible either.
In what world is vanilla skyrim actually good? The only thing it had going for it is being an open world, and that's become the standard rather than the exception. It's world building and characterization makes oblivion seem like morrowind. Despite being the most recent of the series that I've played, I don't think I remember a single quest or character besides Lynda or whatever the default companion's name was. The actual combat mechanics have never been deep or enjoyable enough to carry a 40+ hour game. It's not offensively bad, it's just everything is incredibly bland. Around the 10-15 hour mark I just couldn't come up with a single thing I was enjoying about the game, which is when I gave up and stopped.
Oh, except the ragdolls when you get smashed by a giant. Those were pretty good.

I'm glad I'll get something for free, but I honestly am not interested (at least for now) in returning to Skyrim. To quote someone who I forget, "Dark Souls is Skyrim for adults." Maybe that's overboard, but once DS "clicked" for me I haven't thought of any TES game since. And so it's clear, I'm no hater. Skyrim was my most played Steam game until DS1 clicked for me. I hope something will happen that will call me back to Skyrim.
