Actually, I did worse than that, I level up to 100 with Seifer in my party during that mission. Granted, I only did it with Seifer, after killing Squall and Selphie with him so they wouldn't level up. I then drew 100 of each spell (for each character) that those enemies would drop at all their levels, before moving on.

Then I ran away from unscripted battles, got Encounter-None ASAP, and earned AP from Tonberries for 0 EXP to unlock junction abilities. I beat the game under level 20 due to having more DEF, STR, and HP than bosses were designed for me to have at that level.

Thus, leveling at the beach made the game easier. I did that on my 4th time through disc 1 because the memory card kept corrupting and eating my save.

That game was super easy. I think I beat it at like level 23 or something after realizing I could just junction no-encounter and get all the hidden spells to beef up your stats.
