Assuming they're using Active Directory or the like to manage accounts across multiple machines, it's simple to prevent people from installing applications on their own, and have to have the IT department install them on secure systems. That means the only people that could leak by that method would be people with access to those permissions to do the installs, aka the IT department. It greatly reduces the number of people that can do the leak, which makes them more at risk of being caught.
