Start up itunes and I think there is an option to get all the apps you purchased back through there.
If you hooked up your phone, it should've automatically backed up before you were allowed to restore. I know upgrading to iOS 4.2 doesn't always sync up music, vids, or apps during the restore process but you have to do an additional sync afterwards because your music, apps or w/e under their tabs on the device in iTunes is no longer checked for whatever reason.
In the case that you did NOT have a backup to your computer before it restored, contact Apple and they may give you your 1 Get Out Of Jail Free card (Re-download everything again.) But it's not a feature in iTunes or anything, you need to contact Apple via their 800 number. Best of luck to you.
Apps are always "purchased" under your account. If you go to repurchase the same app you already bought once, it will tell you that you already own in and it's going to upgrade for free.
Ya I tried that about 15 min. ago with a free app, it made me "buy" it again yet it was already in my library. And here's a link from Mac Rumors forums explaining the same thing. Guy sent their support an e-mail saying his hard drive got formatted etc and they let him redownload.
Apple's App and iTunes stores are not like Steam.

I transfered my Brother in law Ipod from his mom PC to his Laptop
When I updated to 4.2.1 it delted everything since it wasn't the same PC.
After everything we went on Itunes store and redownloaded every apps
When we arrived at a $$$ app it said do you want to buy it, when we said yes it says You already paid for it, so download it free
And bang he has everything again
