I'd definitely put Campaign Ops on that list. Some ops were well slammed but there were a good number that never get done partly because either no one bothered to do them/ didn't have a reason to, or it wasn't unlocked to them. Contrasted with Assault, in spite of them being accessible to people who didn't flag the op, there was simply no uptake. In addition, ops that unlock after conditions such as campaign takeovers are flawed because they're entirely reliant on the popularity of another event which has died and requires the effort of an entire server, so this content is perpetually inaccessible.
Too bad. Fiat Lux and stronghold Ops are actually fun challenging fights.
ANNMs are another failure IMO. The concept was great, the battles.. well coulda been better but it was quite a failure partly because u'd have to wait for parties to complete their run if there was someone ahead.. But moreso the randomness of the equipment drops. The whole randomness concept of augmented eq in ANNM was retarded. If u wanted something specific in mind, you'd be hoping for 1 in 3 piece of eq, then 2 out of 6 possible augments, then hoping that the augment you want rolls a higher stat value. And it's not like the eq is that good to begin with... Some ANNMs were never done compared to others either.
Evoliths are kinda similar. Overly complicated system for underwhelming rewards that are only situationally good for it's time...
MMM is a mixed bag.. Some vouchers (can't remember exact name) were fun and worth the time but others were pointless endeavors. I felt the goblin raising one was kinda lame. A novelty to do once, but never worth the effort afterward...
Walk of Echoes to me failed because it couldn't generate the hype that Abyssea did, and hardly paid off for the effort put into it other than for trial upgraders..
Finally, pandemonium warden. Why make something so ridiculously hard to get to? Not like people even spam znms that much and this is in addition to znm t3 trophies having double uses.. That shit shoulda been 100% and PW should be as common to fight as Kirin and AV

I still think SE just waited too long for all the level cap increases and it just kind of threw everyone (not to mention most content) off track.
The fact that Campaign medals expire after 30 days. To this day I hope they introduce one final medal thats permanent. It's not like actual war veterans need to have 1 tour of duty a year just so their Purple hearts don't get snatched back.
MMM voucher 03/04 were the only unpopular vouchers on my server. The rest of MMM was amazingly popular to the point of JP time overcrowding hammering the event.
03 was worthless because though it was designed to be like Nyzul Isle-ish (multiple floors, random items on each floor) for EXP but the lack of being able to nail down what monster types appeared ruined it. Nothing like getting 8 gnats in your bird maze.
Voucher 04 was a complete failure of a rune. In addition to needing to farm items off mobs or HELMing (in a time sensitive environment), you had not only a normal chance of skilling up (this is capped at JP midnight to repeat SE...) but a chance you fail the entire maze because the CPU decides to fail a synth you spent 10 mins building up.
Incentive to craft in MMM = 0. The fishing maze (08) at the least was pretty popular with some people who enjoyed doing it while skilling to 100.
I also fucking loved Voucher 06 just for the fun the minigame presented. It took me back to Assault, one of SEs most creative ventures.
Chocobo digging has the same problem as chocobo racing, they are most profitable when you are the only player doing it and if there are a bunch of people doing it there is a good chance you will not break even IE zone is empty or you get 5th o worse on a race.
Chocobetting, many ENMs and a whole boatload of quests to add as well.

Isn't it funny that everything that doesn't reward you with end game gear/bonuses winds up failing. You'd think they'd get a clue after 8 years that what drives players to do things in an MMO is to develop their character (maybe they did, hence Abyssea/trials). In the short term players might get a kick out of New Thing X because they're starving for anything new. But in the long term it will be forgotten if there's no rewards to further your playing.
Please stop bemoaning the irrelevance of Expeditionary Force/Conquest/Garrison. They had their time and place as some of the only event content when FFXI launched I'm sure. But the game is far beyond that now so oh well. There's absolutely nothing wrong with content as old as that falling out of use. If I woke up to an update adjusting Expeditionary Force one day I think I would shit blood from nerd rage.

Hostel in White gate. I used it a ton with friends but I would mention here and there and people give me the "wtf" look. Wasn't really end game content but just something no one touched.
Hostel gets my award for creepiest "event" in the game.
Garrison got a patch, it was called Campaign.
Maybe it was just me but even at the height of old school XI few gave two shits about EF/Garrison. I recall some small groups attempting Garrison20s in Saruta or Valkurm but never anything beyond that. Perhaps I wasn't looking hard enough back then or something.
Eco-War even during its time it wasn't rewarding and sucked without high level help.
Conquest was always shit save some attempts to take the newb zones for OP purposes. Oh and trying to grab Movalpolos for some synths. At least Besieged got some server interest for a good while, on Lakshmi at least.
They could have come up with plenty of ways to add new things to the old events but chose to ignore them and kept adding new content. I'm not against them adding new shit and leaving old shit behind but when most of the old shit is broken and they don't even bother fixing it, it doesn't really leave a lasting impression on me. Especially everything I see a new event being added, all I use to think was "what will be broken in this event!?"
Actually, if I woke up to an update adjusting EF so that it's actually useful and challenging to do... I'd cum buckets.
In fact, if one of their version updates was just adjusting tons of old content to make the old new again and not adding anything actually new (while keeping the 'current events' relevant) I would be all for it.
