    they dont check the meter every month, it's every 3 months so once a quarter and in between the numbers are based off the averages from previous years. The bill is ALWAYS adjusted back to what it should be when they come back to check the meter on the next visit. sometimes u get a higher bill sometimes lower.

    it's perfectly legal and has been like this for years

    So they are doing some bullshit interest-less borrowing? Still sounds shady...

    I don't know if the utility companies in the States would let you do it, but ours here in the UK offers an option where you can log onto their website and fill in your own meter reading every 3 months. Obviously they still come out and check it randomly so you're not taking the piss, but it's saved us a lot of hassle with our company. Especially since the dumbfucks try to always adjust our bill based on previous six months and they don't consider the fact that of course our gas bill from may to september-ish is nearly nonexistant since the heating is off while the winter months bill is much more. Every spring they try up our monthly payment (based on average consumption) and every autumn they try offer us a reduced monthly payment. Just leave it as it is and it'll balance out throughout the year. Grrr.
