Does Kindle 3G require a data plan?

About to buy a kindle, but it might not be here by christmas if I get the normal wifi one... the 3G+Wifi one would be here by christmas.

Does it require a data plan or a phone service of some sort? Googling it gives me these retarded websites, some are saying yes and some no. Confusing as shit.
