And I believe so, the only way to play a game on the PSP without CFW is with a disc, or with a legit PSN digital copy.
Unless the game can be gotten off the japanese PSN, which I dunno is even availble, (and then patched without breaking it, and I know buggerall about PSN DRM), a modded PSP is your only current option to play in english. All you can do with an unmodded PSP is play a japanese disc copy.

Like Cantih said, just a modded PSP. There's no PSN version available so if you don't have a modded PSP you'd have to import it. It's possible to use a translation patch in the form of a plugin, so even if you were playing off a legit copy of the game you should be able to translate it anyway at least.

1. Any PSP 5.03 or under OFW can be hacked (at least partially to play games off the stick).

2. Any PSP that is above 5.03 that can be pandora'ed (1000's and a large portion of 2000's) is easily hackable. 3000's above 5.03 are unhackable. The PSPGo is unhackable. This is in relation to CFW & games on the stick.

3. Any PSP running 6.20 can be exploited with the HBL (Half Byte Loader). This will allow you to play any home brew PSP apps (all PSP's including the Go are vulnerable to this exploit). You can not play non-home brew at this time nor can you flash/downgrade your PSP with this exploit yet.

4. Any game currently out can be played on CFW (Both M33 and Hen) if you are willing to decrypt the eboot and patch it. (I did this for peace walker that i bought in ~15 min)

It's 1000s and early 2000s, all 3000s weren't hackable. But a new chickHEN just came out that works on the newest firmware and on 3000s, so it's probably only a matter of time until people get game ISOs working on that. You're definitely better to go with a 1000 or ideally an early model 2000 though.
