Unfortunately there's no English version of the one I posted a video of.
There's Tales of Destiny (PS1), Tales of Destiny II[This game is known as Tales of Eternia outside of the US and isn't actually a sequel to Tales of Destiny] (PS1), Tales of Legendia (PS2), Tales of the Abyss (PS2), Tales of Symphonia (GC), Tales of Symphonia: Dawn of the New World (Wii), Tales of Vesperia (360) and I am ashamed to even mention it but... Tales of Phantasia (GBA).
All officially released in English, I might be missing something but I don't believe so.
The game I posted a video of is the actual sequel to Tales of Destiny, the real Tales of Destiny 2.
They screwed it up kinda like the whole FF3/6 thing.
ToP is rom is also available for translated download, same with the ps1 iso. I'm still not getting why we are not getting a good ToP.
That said, this is the only series that has made me wish I understood moonrunes because I love playing the shit out of them.
I still need to eventually buy Abyss because that's the one I haven't played yet.
Well, you do have to remember the idiotic release timing of Tales of the Abyss, I bet many people just kind of forgot about it.

I refuse to touch Vesperia on the 360 but because the PS3 version will never come here, I may go ahead and buy it. Or wait and see what happens with this ps3 translation.
Recently was able to get HEN on my 6.35 ofw psp and have been looking for Radiant Mythology 2 + eng patch but no luck.

Not really, for the two that we both played in dem runes most shit was pretty easy to figure out.
ToD2 gives you markers of where you're supposed to go on the world map, and usually it's pretty easy to trigger the events because it's usually pretty obvious what you're supposed to do. There's a couple of 'stumble around in the dark moments' but we were both playing it around the same time for the most part so we were able to help each other out a bit with that stuff.
Same with RM2 cept it's even easier since it's mission based and you'll get a message if you go to the wrong area or whatever.

And after doing a few missions of certain types you start of figure out roughly what some of the runes are telling you since they're worded similarly when they are of the same type. Like "collect X item" or whatever, the X is the only thing that's different and honestly you don't even need to be able to read anything to do those, just wait til you get the matching runes somewhere in the area and then keep doing whatever you did to get it.
Then the story missions are pretty simple, run to the end of the dungeon and fight the boss is what those are 90% of the time

I always suggest Tales of Eternia, I think that's a good starter game.
Get it on PSP if you have one, if not... get the PSX version (you'll commonly find it listed as Tales of Destiny II but it's the same game I'm referring to)
