I can say from personal experience that the clinton work on welfare fixed a lot of shit. My parents rented an apartment during that time to welfare people and it went from constant battles to evict those who weren't paying rent with their welfare checks, to getting it directly from the government.

Btw its gone beyond economic feasibility with conservatives namely whites. It's now the issue of who receives it I. E. Blacks and Hispanics.
