Well, considering in the trailer Snow made some kind of freaky-l'cie-deaky protective barrier and then blasted the flan thing that attacked him, I'd say he isn't a normal human in some way or another. Also, we still don't know the reason that Sarah and Noel etc. can cast magic, so I feel there's something left to the whole explanation that hasn't been revealed.
I'm expecting some general BS about residual power of L'cie left over from when they had their brand, though.
Except I wanna say they lost their brands at the end of FFXIII but I'm not positive.
They did lose their brands, and in the epilogue, Lightning specifically decided to go alone on her quest to find a way to save Fang and Vanille because she didn't want to endanger anyone else now that they had all lost their l'Cie powers.
Do we actually know if losing the brand means also losing the powers they had with it? It's possible I might have missed something somewhere, I'm currently replaying the game in anticipation for XIII-2, but I don't see any reason to believe otherwise that they lose their powers once they lose their brands.
The brands really just symbolize that they have a focus and it shows them how much time they have until they turn into a Cieth, but I don't recall anything about them losing their powers.
