Kinda, I'm pretty sure you can still buy some season passes after the DLC has been released. It's like a bundle but you can pre-purchase it. This game will likely be flooded by cosmetic DLC so it's probably not worth it... if they come up with substantial DLC it'll be a separate purchase.
Usually you can no longer buy a season pass after the last piece of DLC is released. But, a) semantics, and b) that's usually where they start collecting it for a bundled GOTY/Definitive edition.
The expansion pack is being listed on Japanese sites as an Online Expansion and will be the final DLC pack.
Japanese Amazon also has a Collector's Edition, Lucis Kingdom Edition, that includes separate Blu-Ray discs for Kingsglaive & Brotherhood.

Most of the time they give you an amount of DLC the pass gives access to. Like Uncharted2-3 told us we were getting 3 multiplayer maps, 4 says 2 multiplayer DLC and 1 single player DLC, Darksiders said 3 single player DLCs. They don't always give you all the DLC released either its usually only major ones like MP maps, story expansions.Looking at season passes for newer games though I see you might be right a lot of them include skins/outfits/weapons. You're pretty much right if a game is going to get a GOTY/Definitive edition the season pass will stop being available. I wouldn't suggest buying it for 15 till SE gives out more info, for all you know your prepaying for all the car reskins, Noctis/Cindy outfits, and weapons they took out of the game to charge you for instead.
I no longer feel very bad about just waiting for this to come out on PC eventually 4 years down the road.

Oh come on now; even when I ran a GameStop store a decade ago everyone knew DLC and updates were just going to be utilized for companies to rush out half finished games to be patched later. If only we had realized it would also be used for bullshit microtransactions and preorder DLC too. . .lol

2, 4, 5 and 6 are the only ones that seem interesting, and out of those 6 seem like the most interesting one depending entirely on the execution.
