However, the way I read that, it says "we can tell you when we will be making the announcement at pax prime." AKA At pax prime they will say "we will announce the release here".

My guess? They say at Pax Prime they will announce at TGS.

That's sort of how I read it too, unless it's a crappy translation error. An announcement of an announcement regarding the announcement of the release date. Sounds like SE to me.

They are basically saying that Tabata meant:

1.) It definitely won't be out this year.
2.) Tabata would be "disappointed" if it came out in 2017.

Square enix denied 2016 as confirmed.

Tabata just confirmed 2016 on the stream that shall not be named. Also added that they'll be borrowing tech from Just Cause 3. I'd be willing to bet that might have caused even more of a delay
