Keep in mind that out of ALL the money that went to the organization, only 0.4% went to paying it's managers. It's a bit misleading to show a picture of 4 kids and say their $1 each went to pay managers rather than support the 9/11 museum, when for every 4 kids like them, there were 1000 whose $1 each went to the actual cause.
Maybe the donation drive was so successful that they could afford to hire good managers to get things done well. Just like you might decided to upgrade and use higher quality steel for the construction than you otherwise might, due to having enough funds to do so.
Either way, I bet more than the sum of those manager's salaries (or at least the portion thereof that is perceived as in excess of what they deserve) is spent on markups on materials and other tangible goods purchased with the funds. But nobody will ever get upset at that, because they don't think "These girls all paid $1 for overpriced steel that could have been acquired cheaper". They just look at who is getting the paychecks.
My theory is they do this to rile people up out of jealousy. As if to say, "You only make $____/year, and you donated some of your hard earned money despite having bills and other debts, and (a penny or two of) it's just going to pay these guys making $370k! Raaawr!"
