She's a minor, SCOTUS has ruled in the past that minors rights as pertain to the 1st Amendment are not the same as adults, because a citizen must be in a position to be legally responsible in order to exercise those rights. Minors are not legally responsible, thus they are to do as they are told, and speak as they are told.

I'm not going to derail into a discussion about denying minors the rights of a full adult citizen and at the same time trying them as adults in a court of law, but I will say it happens and it's unfair.

Well, that's true. I know of one case where I live, that a couple of middle school students (really, a mini-gang, I guess) were arrested for fighting in the cafeteria and taken off to jail, iirc. The news made a big deal about it too, lol.
