Turns out I had already downloaded an iso lmfao. Frame rate goes low when actually playing the game 30~40 when moving and talking but stays at 50 during CSs... do you know if my shit just needs to be tweaked or will closing shit on my comp help? Or is my comp just shit period?

Try Config > Emulation Settings and mess about with the Speedhack settings. My laptop couldn't run shit very well at all but with some dicking about I got stuff to run at a constant 60 FPS.
Edit: You can also try lowering the internal resolution, but it'll give a noticeable drop in grafix.

My 8 year old desktop runs about 40FPS without any speedhacks, gets to 50-60FPS with just about everything turned on.

That must have been a sweet desktop 8 years ago, but yeah... FFX is one of the smoother games to run on pcsx2
