It's not. You have to come up rather high to hit a limit where it starts being free. Same goes for medical care. Being hospitalised is not inclueded in that eihter though. so the costs can grow fairly high. I'm not sure wether there is a limit for how much you can pay for staying at a hospital, I never was there long enough. You know, being privilidged and all that.
