I only played YGO for a year back in high school so Change of Heart really wasn't that OP with the cards that were avalible at the time. I don't know about now though.
Imperial Order is definitely an OP card though. What a shame.
I enjoyed Yugioh but I hated the community and the prohibitive cost to have a good deck. I also love that everyone likes gravekeepers now, I played that shit in like 2004 and no one cared. I even used Royal Tribute, get at me.

Seriously like, how are Just Desserts & Solemn Wishes not at least semi-banned.
Pretty much the entire yugioh scene in my area is a bunch of self-absorbed idiots who think far too much of themselves for a bunch of kids playing card games in a hobby shop. My friends and I (when we're extremely bored) play with a bunch of decks we've made out of commons. A four-player match when someone has Patrician of Darkness is extremely fun.
Those cards you mentioned are both counterintuitive to the objective of the game, which is to remove your opponent's options and life points as quickly as possible. Just Desserts requires allowing them to summon and maintain a ton of monsters on the field at once, and Solemn Wishes only increases your life points, is a waste of a deck spot, is easily removable, and is slow.
500 Life Points for every card drawn seems pretty fucking good dude.
It's each time you draw, not each card. Pot of Greed would only be 500 points. Plus like I said, it doesn't work towards the game's objective.
