If someone said they have been raped, you have an obligation to investigate it. Investigate it does not mean using a special needs girl as bait, especially when there have already been instances of inappropriate contact and touching.

What? I'm not saying anything about evidence, I'm just saying that these assholes shouldn't be acting like the only way to catch a rapist is to catch him in the act. They should have investigated it before the idea of using another girl as bait even came into question. If they didn't find anything to substantiate the claims (which tends to happen in a lot of rape cases), then at least they looked into it.
