it's a judge. she basically needs a permission slip from both parents saying she can be bound by the contract, since she's a minor. since her dad obviously hasn't signed the form, she needs to provide proof of his death. The article says "It is unclear if the judge knows that Irwin was killed by a stingray in 2006 or whether he is insisting on seeing a death certificate." but those two aren't mutually exclusive. Following the law and shit. anyway, she can't be paid outside the contract so yeah.
So, check it. Judges have some fair degree of latitude. He doesn't need a death certificate-- functionaries need a death certificate, but a judge? He has the power and the latitude to, "Well, normally we want this, but everyone knows your dad is dead." If he's insisting on seeing a death certificate, he's being deliberately obtuse, and is wasting taxpayer dollars for idiotic reasons. If he's an elected judge, there's no way he wins re-election, and I'd be worried about re-appointing him. This kind of crap is 100% in his power to over-rule on extenuating circumstances. Death Certificates honestly aren't for celebrities-- they are for anonymous peons like us who the county clerk have no way of knowing. This judge is demonstrating excruciatingly poor judgment on this.
In LA, Superior Court Judges are elected (at least, I swear I've seen them on the ballot, could be a different level though).
I did a quick search, but can't find the name of the judge. But once it's out, yeah, not going to re-elect if they run.
