Gender doesn't matter in determining if it is "ok" based on that age difference and the relationship between the two (teacher and student). It's just a bit difficult to call it rape in this case when the victim is male and he was flirting with her and trying to get her phone number along with getting her to follow him on Instagram. She kept rejecting his advances until she gave in so in reality one could view him more as the predator.

The thing though is if the it was a 13 year old girl going an older guy like that it would still the guy would still be considered the predator. Hell I've seen a 17 year old stalk an older guy to the point of "accidentally" bumping into him while he was on vacation in another state.
