There's no grey areas. Are you a teacher? Are they your student? If yes, do not pass go, do not collect $200, do not even think of it. I teach 18-year-olds and can grasp this. The fact that this mouth-breather can't grasp it with 13-year-olds is beyond the pale. Lock her up and throw away the key. At a minimum I'don't expect her to be banned from working with young people for life.

If you do it with removal of people who have committed offenses and teachers average 30 years before retirement, the odds of any given teacher getting caught banging a student before retiring would be ~0.7%. If they averaged 40 years before retirement, it would be ~1% prevalence.
You might not like the 1% number, but I'm sure priests wish their profession was so clean. Catholic priests are at 401 abuse cases in 2013 / 414,313 priests = 0.1%, 4x higher than high school teachers. 30-year prevalence of 2.8%, 40-year prevalence of 3.7%. Have you met 25 priests? Which was the most skeevy?

I do not advocate for anyone to have sex with children (or really anyone outside your own age demographic) for many reasons, but:
It's an evolution of the "(s)he was asking for it" argument... in that he was literally asking for it. After that, you just have arguments about what age you should be able to choose to have sex. The kid was laying pipe on the regular and knocked her up, so he's sexually functional. His parents obviously thought he was responsible enough (even after he knocked her up). If you consider that he was pretty clearly the sexual aggressor then you can see how it's different from a stereotypical Male teacher -> female 13 year old relationship.
1) Teacher aggressor abusing power/trust dynamic to get sex = Go to jail do not pass go
2) Student aggressor fighting power dynamic/working the instagram game to get sex = You bagged a teacher with 7/10 tits and a no-bag face? /hi5 little bro
Obviously a female could and probably has been the aggressor in either scenario, but males are so traditionally the sexual aggressors that you can see why no one really thinks about it. If you had a #2 scenario with a female aggressor (13 year old girl hits on 20something male teacher hard), ask yourself between having sex with another 13 year old and having sex with the teacher, which is better for the girl? The teacher is probably less likely to knock her up, more likely to encourage responsible decisions, etc. The only reason we view it differently when it's a female is because we as a society still place a lot more value on female virginity and conservative female sexual practices than male ones, so it seems like any guy who has sex with a pre-20s female is taking advantage of her lack of a fully developed frontal lobe.
I find it almost useless to attempt to crunch the numbers of reported sexual abuse involving minors, given that the subject is dominated by the fact that pedos/sexual predators are able to get away with their crimes so often due to the shame, embarrassment, and inability to comprehend the consequences/damage that could be done to the rest of their lives.

I'm not sure any boy makes it to age 15 without wanking it, and doing it on a less than an extremely regular basis would have been the outlier among the guys in my middle/high school.
Tinder exists. Protected sex isn't a big deal in modern society. If the girl is of age then what is the boy doing but getting experience with something other than his hand?
Some girls are the same in terms of adolescent sexual exploration, but I've known quite a few who were essentially sexually inert. I mean, you see a nerdy "definitely not getting laid" highschool guy and you assume he's choking the chicken once a day. You see a nerdy wallhugging girl and you're like, "I give you a 50% chance that the furthest she's ever gone is humping pillows." If you see that inexperience and disinterest as innocence, then it makes sense to sexually protect girls more than guys.
