If by 'a lot more effort', you mean get the same pieces + either Nefer/Heka's (50% max) or praeco legs (45% max).
I think it's just that RDM needs the expensive bits (Roundel, Torque +1) regardless, plus either luck or yet more gil for the body. WHM can hit 50% rather easily, and it's only really building around not using a cure potency body that makes it expensive.
Now, I won't argue that a dedicated WHM won't be doing that, but at that point it's taking a 50% build and making it better, rather than just getting there at all.
Curepot staff + nq body + Serpentes + 4% back + 4% legs (5% if using ASA) + 2% from any one of neck, head (ACP augment), body (HQ/Heka's), or hands/feet (Augur's + aug'd Zenith combo) is 50%. Any WHM worth their salt is using AF3 body and legs, so... 25% staff, 2% AF3 earring, 3-4% back, 10% head, 5 Serpentes still leaves 4-5%, which means you're either using Medicine Ring (inventory/safety constraints), Roundel Earring (costs about as much as NQ Nefer, NQ Fylgja, and Praeco Slacks combined here on Fenrir), or Fylgja +1 and the Augur's/Zenith combo (gil/inventory) if you're hitting cap. I'm not seeing "a lot more" effort here.

I use a different setup on my AF3body whm. Tefnut wand +15%, genbu's shield +4% (and cure casting), roundel earring +5%, AF3 head +10%, augurs gloves +4%, zenith feet +1 augmented +4% (and cure casting), AF earring 2%, AF back 3%, Fylgia torque +1 3%. Any whm worth their salt will build their cure potency setup around a tefnut wand, AF3 body and legs. The tefnut wand + genub's shield combo just adds alot more then the cure potency staff.
Tough I have to agree that I use the cure potency staff on my sch, didnt do the math lately but i have on sch. NQ nefer body +10%, back +4%, fylgia +1 3%, serpenters +5% (since SCH cant use fucking zenith -_-), legs +5%, +24% cure potency staff. Could go with tefnut and genbus if that damsn rare/ex body from akvan would fucking drop finally!!!! FFFFFFFFFFFFFFF
Wasn't tefnut set just 8-15 more hp cured than Cure pot staff? Magian staff wins for -casting time.
You mean specifically making a second light magian staff with Spell Casting time -%? Because the Cure potency staff doesn't have it.
Any WHM worth their salt is well aware that what you're suggesting is completely superfluous in practice. Find some way to get at/near the cure potency cap while wearing AF3 body and legs, and make sure these spells are going off reasonably quickly. Pretending that min-maxing like this as a healer is required is obnoxious. When melee do it it's because it produces results that range anywhere from relatively insignificant to noticeable. You will never benefit from what you're doing in any reasonable situation.
Wow . . . I can't even get myself to make a single staff for any of my characters. Killing EP monsters on mage jobs with a staff is more painful than I care to put up with. Making more than one of the same element is just mindblowing to me.

I had a blm friend help with some of the elements, but I had to solo wind, most of both lights (dboxed the elemental kills in la theine), and dbox'd the latter half of Earth Macc. Technically quit before finishing last 4, but that would imply I've even been using Rdm outside VW.
