SAM is one off the top of my head that has never been given a job specific nerf. I don't think MNK did either till VS nerf.
In fact, name one "heavy" nerf besides the RNG nerf. Don't even try to include things like multi hit tp nerf, because that kind of thing effected all jobs.
Only one I know of off the top of my head was Soul Eater/KC zerg on DRK. BLM nerf wasnt very big at all, the one where the more of the same type of magic you cast on a mob they more Resistance to that type it gets or something.

If I recall correctly, the haste effect was either reduced or completely removed from spells. I didn't have MNK leveled at the time, so I don't remember the issue clearly, but I do recall someone bringing up the issue of Utsusemi Ni and recast.
Just googled it, just capped magic haste as well as delay reduction it seems. Hardly a major nerf, considering mnk wouldn't really be recasting shadows a lot during a 2hr zerg situation if at all.
Of course I wasn't using that to say MNK received a major DD reduction. If you wanted to make that argument, TP nerf is the obvious choice since that was aimed at Asuran Relic (NQ, not upgraded) MNKs even though that had additional penalties for other classes as well.
What about the Dual Wield nerf that was meant for nin, but unintentionally nerfed thf and started the move of Ridill war to Great Axes?
Only thing that changed warrior over to gaxe was hasso and the 2hander update.
The only major nerf that really affected only one job (Ranged Attack Nerf) was met with massive outrage. This WAR nerf doesn't even slightly compare to that in terms of severity, though.
For the RotZ melee jobs:
MNK - Multi-hit TP nerf, HF nerf (apparently)
SAM - Multi-hit TP nerf, Ranged Attack nerf
NIN - TP floor nerf
THF - TP floor nerf
WAR - Multi-hit TP nerf
DRK - Delay cap nerf, Multi-hit TP nerf
DRG - Multi-hit TP nerf
RNG - Ranged Attack nerf
Can't really count that delay cap nerf towards drk exclusively, considering almost every other DD could surpass the 80% cap with a dnc and brd I believe?
Circle nerfs count? Shadows nerf (Tanking mostly though)? To be fair, BLM should be up there with magic damage nerfs since they claimed the roles of DDs for a good portion of FFXI.

I believe it was buffed and then reverted back, also a lot of the 2hander buff stuff in general got toned down. YGK was doing like 2-3k to fafnir/nid etc.
SAM: Meditate used to be a 1 minute recast, give 100% TP instantly, not over time, and its full effect worked while subbed too. Then they nerfed it to be a 3min recast, give TP over 5-6 seconds and halved the amount when subbed. Additionally the fTP on Tachi Gekko/Yuki/Kasha was like halved from its previous values. Third eye no longer works on magic.
DRK had the souleater nerf.
MNK was affected by the attack speed nerf and the multi hit WS nerf. Hundred Fists was changed from being +80% haste( used to lower magic recast too) to just an attack speed buff.
THF had the fuidama/side sneak attack nerf.
RNG nerf, goes without saying.
BLM had the double weakness and Notorious Monsters gaining MDT to the same element over time thing(to prevent or slow down manaburning stuff)
Okay, but the point is that your statement was fundamentally false.
if you don't count the effects of general stuff like multi-hit TP, then some jobs never needed to be nerfed because they sucked to begin with. like DRG for example.
also if you want to go further back in time, elemental WS nerfs. They used to be way better than physical. would have affected all melees probably.
edit: nerfs have happened to all jobs.. but if you're talking about damage nerfs then not necessarily so. a lot of jobs have always been sub par for damage.
