It shows yells and shouts, in any zone in the game, so long as a GW user sees it.
I've even seen shouts from "Windurst Residential Area" before, assuming that means a GW user shouted in their mog house?
I could have sworn that said skill doesn't affect cursna's effectiveness. I like how they answer the implied question with the implied question itself.

Unfortunately not.
They are allowing you to skill up in WoE (been live on the test server since something like August), nerfing Ukko's/WAR/Victory Smite, and adding Legion/Neo-Nyzul Isle. They are also adding duplicates of certain voidwatch fights in other zones as a work-around for the PS2/XBox glitch and nerfing AoE damage / (probably) temp item distribution.
I don't think Legion is making this update.
It'd be very hard to see them adding Legion next Tuesday if they are doing an official test on Friday. Not exactly bags of time to take on board input or implement changes.
Eh, they did the JP test last week. NA input probably wouldn't be considered anyway, so it wouldn't really matter if the did the NA test this Friday and released it next week. I agree that they would have mentioned it if they were going to add it though, so it probably isn't this patch.

what are the odds that they implement the VW loot tickets? they mentioned "VoidWatch adjustments" but that probably means the AoE fix, and Xbox fixes.
Zero. Loot tickets were only mentioned as something devs were discussing.
Neo-nyzul is probably the most fun of the new content anyways.
