They're changing the resistance mechanics. New spells and adjustments to current spells will revolve around the new system.
Seems like a long-winded way to say "Hey, we're still working on the resistance adjustments, can't really say anything more about it at this point".
I want to know though if its 'resistance' as a whole (re: Not just Enfeebling, but Elemental, Divine, Bar~ buffs, etc) at this point with the fucked up wording on his part.

They are basically saying "We can't do shit about adding new enfeebling spells or making older ones stronger without destroying and rebuilding how resistance and spell strength is calculated. Our new system will be based on recent and new spells we intend to add in the future!"
I hope this shows a sign of hope they are going to also rewrite the enmity system currently in game at some point... hopefully sooner rather then later.
My best attempt to interpret it with a sense of "What would they change?" basically came up with them scrapping the current partial/full resist mechanics and replacing them with more refined mechanics that could lead to current spells being stronger in situations. Basically, take a 30% slow that lasts three minutes. Instead of getting cut to 1/2, 1/4, 1/8, etc duration before outright not sticking at all, you could maybe get situations where it would instead slow 40% and last longer than three minutes. On the other end, you could get a mob that's not quite immune, but slow could land for 1% for 2 seconds.
Perhaps the biggest snag I can see SE coming upon with this is when it comes to overwriting. Would potency take priority or remaining duration? Could it take a tier effect where a pimped Slow I, stronger than gimp RDM's Slow II, could never overwrite the Slow II? Would they also intend to keep current resist building mechanics? I'm not quite sure where the super difficulty lies unless mobs behind the scenes have like +1000 resist, which would basically require them going through everything to manually adjust. Actually, I think that's just the biggest problem actually in place with the current system, nevermind the all or nothing status of some debuffs.

We will continue to support North American FINAL FANTASY XI players on the PlayStation 2, Xbox 360 and PC (Windows) platforms. However, FINAL FANTASY XI: Seekers of Adoulin will only be available on the Xbox 360 and Windows platforms in North America when it is released in 2013.
Drama times, that thread's going to get exciting.
But honestly I don't know how to feel about it. The PS2 users should catch up with the rest of the world and switch to PC, but I do feel bad for them not getting any support. It's a super dick move for them to still support the game for JP PS2 users, though.
Before anyone asks, you can't register a full blown expansion on another platform and have it update on the PS2. The 10$ direct download miniexpansions are an exception.
They might change that for this expansion, but don't hold your breath.
In terms of a cost to logistics ratio, it makes sense.
The cost involved in distributing an expansion for an obsolete hardware system aren't worth the sales it will bring.
I was more under the hope that they would do a direct mail order for SoA, which would not only save costs but give them an even better estimate of how many serious PS2 ffxi players they have outside of Japan
